Abstract

Keberadaan Pedagang Kaki Lima (PKL) di ruang publik perkotaan sering dipandang sebagai persoalan ketertiban dan estetika kota sehingga menjadi objek penertiban oleh pemerintah. Namun, dalam praktiknya, PKL di kawasan Tugu Pahlawan Surabaya tetap dapat bertahan meskipun terdapat pembatasan formal dalam regulasi tata ruang. Penelitian ini bertujuan untuk menganalisis bagaimana ruang publik kawasan Tugu Pahlawan diproduksi dan dimanfaatkan oleh PKL dan Pemerintah Kota Surabaya dalam perspektif politik ruang, serta menjelaskan peran mekanisme konsensus dan praktik kekuasaan tersembunyi dalam mempertahankan eksistensi PKL. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data diperoleh melalui observasi, wawancara mendalam dengan PKL dan aparat pemerintah, serta dokumentasi. Analisis data dilakukan menggunakan model interaktif Miles, Huberman, dan Saldana. Kerangka analisis menggunakan teori Produksi Ruang Henri Lefebvre, didukung teori Konsensus Talcott Parsons dan konsep Kekuasaan Tersembunyi John Gaventa. Hasil penelitian menunjukkan bahwa ruang publik Tugu Pahlawan tidak hanya dibentuk oleh regulasi formal, tetapi juga oleh praktik sosial PKL dalam memanfaatkan ruang sebagai sumber penghidupan. Keberlanjutan eksistensi PKL dipengaruhi oleh adanya konsensus informal antara PKL dan aparat pemerintah berupa toleransi dan pengaturan tertentu, serta praktik kekuasaan tersembunyi melalui relasi politik dan jaringan paguyuban PKL yang memengaruhi intensitas penertiban. Dengan demikian, eksistensi PKL di kawasan Tugu Pahlawan merupakan hasil dari relasi politik ruang yang kompleks. However, PKL in the Tugu Pahlawan area of Surabaya continue to exist despite formal spatial restrictions. This study aims to analyze how public space in the Tugu Pahlawan area is produced and utilized by street vendors and the Surabaya City Government from a spatial politics perspective, and to examine the role of consensus mechanisms and hidden power practices in sustaining their existence. This research employs a qualitative case study approach. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the interactive model of Miles, Huberman, and Saldana. The study applies Henri Lefebvre’s theory of the Production of Space, supported by Talcott Parsons’ theory of Consensus and John Gaventa’s concept of Hidden Power. The findings indicate that public space in Tugu Pahlawan is shaped not only by formal regulations but also by the everyday practices of street vendors. The persistence of PKL is supported by informal consensus with local authorities and by hidden power relations involving political actors and PKL associations that influence enforcement practices. Therefore, the existence of PKL reflects a complex process of spatial politics.
