Tesis pas Program studi Magister Ilmu Politik Fakultas Ilmu Sosial dan Ilmu Pilitik Unuversitas Wijaya Kusuma Surabaya. Kata Kunci: tipologi pemilih, pemilu Demokrasi diidentik pada pelaksanaan kekuasaan dari rakyat, oleh rakyat, dan untuk rakyat. Pada sistem politik yang demokratis, rakyat memiliki hak untuk memilih para wakilnya. Implementasi dari demokrasi dapat dilihat dari penggunaan hak pilih universal dalam pemilu, dimana setiap warga negara yang memenuhi persyaratan berhak untuk menggunakan hak pilihnya. Pemilu adalah sarana kedaulatan rakyat untuk memilih anggota Dewan Perwakilan Rakyat, anggota Dewan Perwakilan Daerah, Presiden dan Wakil Presiden dan untuk memilih anggota Dewan Perwakilan Rakyat Daerah, yang dilaksanakan secara langsung , umum, bebas, rahasia, jujur dan adil. Didalam pemilu kita mengenal tipologi atau karakteristik pemilh yang membedakan dengan pemilih lainnya. Penelitian ini bertujuan untuk mengetahui tipologi pemlih pada pemilu serentak 2019 di Kabupaten Bondowoso, untuk mengetahui faktor-faktor yang mempengaruhi tipologi pemilih pada pemilu serentak 2019 di Kabupaten bondowoso. Metode dalam penelitian ini menggunakan pendekatan kualitatif dan Jenis penelitian ini adalah penelitian Deskriptif kualitatif. Teknik pengumpulan data dilakukan dengan wawancara. Teknik analisa data menggunakan metode analisa deskriptif model Miles dan Huberman. Penelitian ini menunjukkan bahwa (1) tipologi Pemilih Pada Pemilu Serentak 2019 di Kabupaten Bondowoso, terdiri dari: tipologi pemilih pe’nte,r, tipologi pemilih nuro’ ulama’, tipologi pemilih fokal, tipologi pemilih ta’ ro’nuro’ dan tipologi pa pe’sse’an. Dari kelima tipologi tersebut, didominasi oleh tipologi pemilih nuro’ulama’. Namun kemudian ada pergeseran tipologi dari tipologi nuro’ulama’ kepada tipologi pemilih pa pe’sse’an dikarenakan maraknya praktik amae’n pe’sse’ sehingga pemilih ini dalam menentukan pilihan politiknya didasarkan pada siapa yang memberikan sesuatu, baik berbentuk uang atau barang kepada pemilih tersebut, atau seberapa besar nominal uang yang diterima pemilih itu yang akan dipilih dalam pemilu; (2) Faktor-faktor yang mempengaruhi tipologi pemilih pada pemilu serentak 2019 di kabupaten bondowoso, meliputi: (a) faktor karakteristik pemilih yang dipengaruhi faktor kondisi sosial budaya dan sistem nilai, faktor pendidikan dan ekonomi dan faktor kekerabatan atau kekeluargaan b) faktor media massa, (c) faktor karakteristik partai politik dan calon legislatif, (d) faktor amae’n pe’sse’. Keywords: voter typology, election Democracy is identified with the exercise of power from the people, by the people, and for the people. In a democratic political system, the people have the right to elect their representatives. The implementation of democracy can be seen from the use of universal suffrage in elections, where every citizen who meets the requirements has the right to exercise their right to vote. Election is a means of popular sovereignty to elect members of the People's Representative Council, members of the Regional Representatives Council, the President and Vice President and to elect members of the Regional People's Representative Council, which is carried out directly, publicly, freely, confidentially, honestly and fairly. In elections, we recognize the typology or characteristics of voters that distinguish them from other voters. This study aims to determine the typology of voters in the 2019 simultaneous elections in Bondowoso Regency, to determine the factors that influence the typology of voters in the 2019 simultaneous elections in Bondowoso Regency. The method in this study uses a qualitative approach and the type of this research is descriptive qualitative research. The data collection technique was done by interview. The data analysis technique used the descriptive analysis method of the Miles and Huberman model. This study shows that (1) the typology of voters in the 2019 Simultaneous Elections in Bondowoso Regency, consists of: the typology of intelligent voters, the typology of nuro' ulama' voters, the typology of focal voters, the typology of ta'ro'nuro' voters and the typology of pa. pe'sse'an. Of the five typologies, it is dominated by the nuro'ulama' voter typology. But then there was a typology shift from the typology of nuro'ulama' to the typology of pa pe'sse'an voters due to the widespread practice of amae'n pe'sse' so that these voters in making their political choices are based on who gives something, either in the form of money or goods to the voter, or the nominal amount of money received by the voter who will be elected in the election; (2) Factors that influence voter typology in the 2019 simultaneous elections in Bondowoso Regency, including: (a) voter characteristic factors influenced by socio-cultural conditions and value systems, educational and economic factors and kinship or familial factors b) mass media factors , (c) characteristic factors of political parties and legislative candidates, (d) amae'n pe'sse' factors.
