Abstract

Violence against children in school environments is an important issue that requires serious attention. In response, the government implemented a Child-Friendly School policy based on the Regulation of the Minister of Women's Empowerment and Child Protection Number 8 of 2014. This study aims to assess the implementation of the policy in the Education Office, and SMP Negeri 23 Surabaya City. In addition, this study also identifies obstacles that arise in the implementation of the policy and the steps taken to overcome them. The researcher used a qualitative descriptive method to complete this thesis. The subjects of the study included staff from the Education Office, vice principal for student affairs, guidance and counseling teachers (BK), students, school committees, homeroom teachers, and members of the Child-Friendly School Implementation Task Force (SRA) at SMP Negeri 23 Surabaya. The policy evaluation approach developed by William N. Dunn was used to analyze the data that had been collected through documentation, interviews, and observations. The results of the study indicate that the implementation of the child-friendly school policy at SMP Negeri 23 Surabaya has been successfully carried out. The effectiveness of SRA in schools has been achieved in meeting the facilities and needs of students, both regular and inclusive students. Efficiency has minimized the budget used. Adequacy is sufficient to answer all the problems that occur in the school environment. Equity has been even in the quality of facilities, teacher training, and accessibility between schools. Responsiveness is right on target in protecting children's rights in schools. Accuracy is very appropriate in answering problems that exist in schools, considering local conditions, and relevant to supporting inclusive education. The conclusion of this study is that SRA has succeeded in achieving its goals. Keywords: Policy Evalution, Child Friendly School
