Abstract

The extreme market operating on the Dupak Magersari railway border, Surabaya, is a unique phenomenon in urban social and economic dynamics. This study analyzes how spatial hegemony occurs in the context of illegal markets in the railway border area, by highlighting the role of PT KAI as the landowner and the interaction of communities that rely on the market as an economic source. Using a qualitative approach with descriptive methods, this study explores how spatial regulations, informal economy, and social aspects shape the dynamics in the area. The results show that PT. Kereta Api Indonesia (PT KAI) has full authority in managing the railway border land, but the policies implemented are not entirely effective in controlling extreme market activities. The existence of this market persists because of the social consensus mechanism among traders, consumers, and other stakeholders. Gramsci's concept of hegemony is used to explain how marginalized communities build survival strategies in spaces that are not legally recognized but have high economic value. In addition, Edward W. Soja's thirdspace theory is applied to understand how this extreme market space becomes an arena for complex social, economic, and political interactions. This study concludes that extreme markets on railway borders are not just a violation of spatial planning, but also a reflection of social inequality and the economic needs of urban communities. Therefore, a more inclusive and sustainable policy is needed in managing spatial and economic conflicts in the railway border area.
