Abstract

This research aims to find out and analyze how village officials are empowered, especially in managing the village budget in Wage Village. The location of this research is Wage Village, Taman District, Sidoarjo Regency. This research uses descriptive qualitative research methods and applies data collection techniques using interview and documentation methods. Based on the results of this research, it can be concluded that the empowerment of village officials in managing village budgets is carried out in various ways. Among them is Technical Guidance (BIMTEK) which is held by the regional government by inviting representatives one person at a time from the sub-district. This was followed by the representative carrying out comprehensive outreach to villages in Taman District. Then there was a direct briefing activity from the Wage Village Head regarding knowledge of village officials according to their respective job descriptions. There are several supporting factors in the process of Empowering Village Officials in Managing the Village Fund Budget, namely the village fund budget that has been planned for equipping officials from the village head to all Wage Village Apparatus, the level of participation of village officials which is considered high enough to take part in the provisioning activities and human resources who supports. Direct supervision is carried out by the Regional Inspectorate through the Village Financial System (SISKEUDES) application. However, there are several obstacles, namely the lack of budget to take part in Technical Guidance from the regional government, so they only get information from representatives per sub-district and apply the autodidactic method. The implementation of the Village Financial System (SISKEUDES) application is slow and features change every year. Keywords : Empowerment of Village Officials, Management of Village Fund Budgets
