Abstract

ABSTRAK Bantuan Pangan Beras adalah program pemerintah berupa penyaluran beras yang bersumber dari stok Cadangan Beras Pemerintah (CBP) yang dikelola badan pangan nasional dan Badan Urusan Logistik (BULOG). Penelitian ini bertujuan untuk menganalisis salah satu kebijakan publik yang dikeluarkan oleh pemerintah dalm upaya pengentasan keminkinan serta meningkatkan kesejahteraan masyarakat yaitu dengan mengeluarkan bantuan pangan beras di Kelurahan Lidah Wetan Kecamatan Lakarsantri Kota Surabaya. Penelitian ini menggunakan metode kualitatif studi kasus, dengan mengumpulkan datanya menggunakan teknik observasi, wawancara, dan dokumentasi. Data yang diperoleh dianalisis dengan triangulasi sumber data dan triangulasi teknik pengumpulan data. Sumber data penelitian ini adalah partisipan yang memiliki posisi atau kewenangan pada objek penelitian yaitu Kepala seksi kesejahteraan rakyat dan perekonomian serta petugas koordinasi lapangan dan keluarga penerima manfaat program bantuan pangan beras. Hasil penelitian menunjukkan bahwa dampak bantuan pangan beras di kelurahan Lidah Wetan kecamatan Lakarsantri kota Surabaya lebih meringankan beban ekonomi, meningkatkan ketahanan pangan, mengurangi pengeluaran untuk membeli bahan pangan dan bisa memenuhi kebutuhan lainnya yang belum terpenuhi namun belum dapat mensejahterakan masyarakat penerima program bantuan pangan beras. Hasil penelitian ini dapat dijadikan landasan bagi pemerintah dalam proses perancangan serta pelaksanaan penyaluran bantuan pangan beras yang lebih efektif dan tepat sasaran dalam meningkatkan kesejahteraan masyarakat. ABSTRACT Rice Food Assistance is a government program in the form of distributing rice sourced from the Government Rice Reserve stock managed by the national food agency and the Logistics Agency. This research aims to analyze one of the public policies issued by the government in an effort to eradicate poverty and improve community welfare, namely by issuing rice food aid in Lidah Wetan Village, Lakarsantri District, Surabaya City. This research uses a qualitative case study method, by collecting data using observation, interview and documentation techniques. The data obtained was analyzed by triangulating data sources and triangulating data collection techniques. The data sources for this research are participants who have positions or authority over the research object, namely the Head of the people's welfare and economic section as well as field coordination officers and families who are beneficiaries of the rice food aid program. The results of the research show that the impact of rice food aid in the Lidah Wetan sub-district, Lakarsantri sub-district, Surabaya city is to lighten the economic burden, increase food security, reduce expenditure on buying food and can fulfill other needs that have not been met but have not been able to improve the welfare of the communities receiving the rice food aid program. The results of this research can be used as a basis for the government in the process of designing and implementing the distribution of rice food aid that is more effective and targeted in improving community welfare.
