Abstract

Abstract The complexity of socio-economic issues had triggered a revolution for political openness and deliberation in Bojonegoro. Sobo Pendopo Dialogue, an open house event initiated by Kang Yoto-Kang Hartono since their election in 2008, brought about a revolution on the practice of political openness. The local government’s ability to carry out this event for eight consecutive years gained global recognition through Open Government Partnership 2016. Sobo Pendopo Dialogue, in the context of liberal and substantial democracy, has disproved the liberal assumptions that economic and social capitals are prerequisite of democracy. From this point, Sobo Pendopo Dialogue will be analyzed by exploring the theories of deliberative democracy. The concept of political participation, public sphere and civil society are used to analyze the context of deliberative democracy found in Sobo Pendopo Dialogue. The research applies qualitative method with grounded theory type. Sobo Pendopo Dialogue has improved the development of local democracy. The researcher believes that public sphere can transform into a public institution, where people’s political can be tranformed legitimacy becomes the fundamental base in strengthening the role of civil society.
