Abstract

Following the implementation of Government's Laws No 23/1997, and the Government's Regulations No 27/1999, a number of environmental management instruments including Environmental Impact Assessment (OA) were implemented to handle environmental impacts associated with development activities. Despite the implementation of EIA and other environmental management instruments, environmental degradation was not significantly reduced but showed a tendency of increased. This, in part, was caused by the position of the EIA in decision cycle was not on strategic components (policy, plan or program) but on project level. The aims of this paper are to study the posibility of the Environmental Study Center in the Higher Education to increase the human resources quality for atimizing Regional AMDAL.
