Abstract

The study about safe the environment by empowering the socieeties is an enteresting thing. It is about the environment degradatioan in cities. Problem about garbage, flood and air pollution are problems that cause the environment degradation. Until these times are many parties that have been trying to safe the environment degradation through some ways, like garbage management, society development program, and so on. But all those way still can not handle over the problems seriously becouse of the low emancipation values . because if it. This wraiting will analyze how Surabaya city improve it self to be a city that understand about the disaster and how to handle over it through garbage management program which is run in a community. This program is held by reforming the environment which is done through garbage management that is run in a community. This program become a strategy to improve the city that is not only understand about disaster but also know how to handle over it because it has a specialty in it: first, organization that prioritize the community and gender, second, a built principle, third, corporation with the goverment, civil society and private sector
