Abstract

The Regional Head Election (Pilkada) in Sumenep has been held several times but has not yet brought significant impacts to the people of Kangean. Many issues have not received primary attention from the Sumenep Regency Government, such as road infrastructure issues, sea transportation, waste problems and the lack of a landfill, unequal access to education, and the rampant distribution of narcotics. In the 2024 Sumenep Pilkada, IMKS (Ikatan Mahasiswa Kangean Surabaya) plays an important role as a locomotive of change for their region. IMKS, an organization representing Kangean students studying in Surabaya, has a significant role in representing the people of Kangean in the 2024 Sumenep Pilkada. The research questions in this study are: what forms of participation and what anomalies characterize IMKS's stance in the 2024 Sumenep Pilkada? This study employs a descriptive qualitative method and uses the theories of Gabriel A. Almond, Sidney Verba, and Norman Nie as analytical tools to explore the forms of IMKS's participation and the obstacles they face in participating in the 2024 Sumenep Pilkada. The conclusion of this study is that IMKS is quite active in its participation in the 2024 Sumenep Pilkada through discussions, advocacy, and political education for its members. However, obstacles include student apathy and limited logistical support. Keywords: Pilkada, Participation, IMKS.
