Abstract
The implementation of Universal Health Insurance (UHC) at the Sememi City Health Center is the government's commitment to providing equitable and affordable health services for the entire community. In the context of Surabaya City, the Sememi Community Health Center acts as a first-level health service center that faces various challenges in implementing UHC. This research aims to analyze the implementation of the UHC program at the Sememi Community Health Center as well as the strategy of the Surabaya City Health Service in overcoming obstacles to increase community access to fair and equitable health services. The problem formulation in this research includes: (1) How is Universal Health Insurance implemented at the Sememi Health Center, Surabaya City? and (2) What is the strategy of the Surabaya City Health Service in dealing with obstacles and challenges in implementing UHC? This research uses a qualitative approach with descriptive methods, where data is obtained through interviews, observation and documentation. This research analysis refers to Michel Foucault's concept of biopolitics, which highlights how the state uses power mechanisms to regulate people's lives through health policy. The research results show that although the Sememi Community Health Center has attempted to provide optimal health services, there are still obstacles in terms of the availability of medical personnel, health facilities, and public understanding of the UHC program. To overcome these obstacles, the Surabaya City Health Service is implementing strategies in the form of larger budget allocations, increasing outreach, and optimizing coordination between health institutions.
