Abstract

ABSTRACT International law is an important legal shield in dealing with various problems that can arise in the international realm. Even though international law is a law that should be accepted by all countries, many countries do not pay attention to this regulation because of the lack of competence of the country's government or even countries that are labeled as failed states such as Somalia or because they consider international law to be unimportant/necessary or even reject it outright. like Russia which rejects the existence of the ICC (International Criminal Court) which is the result of international law itself. The aim of this research is to examine 2 legal issues, namely the responsibility of the Sudanese state in providing protection to foreigners and the Indonesian government's efforts to protect Indonesian citizens residing in Sudan who are affected by the conflict. This research method uses a normative method using a statutory approach and a conceptual approach. The conclusion of this research is that in implementing protection, the Sudanese state complies with the 1949 Geneva Conventions and Additional Protocol 2 of 1977, however, in implementing this, the Sudanese state has great difficulty due to the inability of the Sudanese state to provide a number of aids in the form of food supplies, water, and internet networks. very limited, then housing is also very minimal. Regarding the efforts made by the Indonesian government, the Minister of Foreign Affairs and five Indonesian Representatives Abroad were carrying out evacuations.
