Abstract

Political participation is an important part of democratic practice in a democratic country. It takes full involvement of community participation in making decisions, implementing decisions and being responsible for the decisions that have been agreed upon. This study aims to find out how the families of Navy soldiers understand the TNI neutrality rules in the 2020 Surabaya Mayor Election, analyze the form of political par�ticipation of the Navy soldiers’ families in the 2020 Surabaya Mayoral Election, and analyze the implications of the neutrality of Navy soldiers on families in the implementation of the 2020 Surabaya Mayor election. The method used in this study is a qualitative method with interview, observation and document techniques. The results of the study indicate that the families of the Navy soldiers already know the rules of neutrality of the TNI in the General Election. In the excercising of their rights, the families of TNI members who become civilians only participate as voters, no one has participated as an election officer and no one has participated as a member of the success team.
